DFCT Financial and Asset Management Regulations B.E. 2539 (1996)

Whereas it is appropriate to establish regulations on financial and asset management pursuant to Article 8 of the DFCT Regulations B.E. 2538 (1995), the DFCT Board of Directors, at its meeting 2/2539 on 20 May 1996, hereby establishes the following regulations on financial and asset management:

Article 1. These regulations shall be called the “DFCT Regulations on Financial and Asset Management B.E. 2539 (1996).”

Article 2. These regulations take effect from the day following their announcement.

Article 3. Any provision in prior regulations, orders or announcements that conflicts with these regulations shall be superseded by these regulations.

Article 4. In these regulations:

“The Consortium” means the Dental Faculty Consortium of Thailand.
“The Board” means the DFCT Board of Directors.
“The Secretary-General” means the Secretary-General of DFCT.
“Faculty” means a faculty of dentistry in Thailand.

Article 5. Sources of budget and assets:

5.1 Contributions from member faculties
5.2 Donations
5.3 Other income arising from operations, as the Board sees fit

Article 6. Financial management

The Board delegates financial responsibility to the Secretary-General under the following conditions:

6.1 Preparing the annual budget, subject to approval by the DFCT meeting of administrators
6.2 Recordkeeping, categorising expenditures, and authorising disbursement together with the relevant faculty dean
6.3 Maintaining accounts and financial reports, presented to the Board at least once a year
6.4 The DFCT Secretary-General may hold cash for activity expenses of up to 5,000 baht per occasion

Article 7. Rates of compensation, wages and other expenses for the Consortium’s operations shall be set by the Board as appropriate, covering:

7.1 Compensation for officers and staff supporting the Board
7.2 Wages for full-time staff at the Secretariat Office
7.3 Travel, per-diem and accommodation expenses for officers or others for whom the Board is responsible
7.4 Other expenses

Article 8. In any other urgent and necessary case not covered by these regulations, the Secretary-General may approve expenditure at their discretion, up to 10,000 baht per occasion, and shall report this to the Board for information.

Article 9. The Council of Deans shall be the authority responsible for these regulations.
